Pakistan Russia counterterrorism talks in Islamabad focused on Afghanistan-linked threats and stronger cooperation at the UN and SCO.

The counterterrorism talks between Pakistan and Russia took place in Islamabad on 23 June 2026 as both sides reviewed the shifting security landscape in the region. The 12th meeting of the Pakistan-Russia Joint Working Group to Counter International Terrorism brought together senior officials from both countries for detailed consultations on shared concerns.

Additional Secretary at the Ministry of Foreign Affairs Ambassador Muhammad Khalid Khan Jamali led the Pakistani side, while Russian Federation Deputy Minister for Foreign Affairs Mr. Dmitry Lyubinsky headed the Russian delegation. The dialogue focused on the regional terrorist threat, with particular attention on terrorism emanating from Afghanistan and the dangers it poses to neighbouring states and wider regional stability.

Officials also assessed the current state of bilateral cooperation on counterterrorism and discussed ways to expand engagement through regional and international platforms. The counterterrorism talks highlighted the importance of deeper coordination at the United Nations and the Shanghai Cooperation Organization, where both countries have continued to support structured dialogue on security challenges.

The meeting reflected ongoing efforts by Pakistan and Russia to align their positions on evolving threats and strengthen cooperation against militant networks affecting peace across the region. With the security situation in Afghanistan remaining a central concern, the discussions underscored a shared interest in preventing cross-border risks and building broader diplomatic coordination.
