Senate sub-committee reviews Parliament Lodges repair and construction, orders strict quality checks and no payments without completion reports and warranties.

Islamabad on 4 November 2025 saw the Senate House Committee sub-committee, chaired by Senator Nasir Mehmood, examine the repair and maintenance of existing Parliament Lodges and progress on 104 new lodges. Members including Senators Poonjo Bheel, Hidayatullah Khan, Husna Bano and Syed Waqar Mehdi raised concerns about workmanship, tendering and timelines.

Senator Waqar Mehdi drew attention to incomplete and unsatisfactory work at Lodge H-408, questioned payments to contractors despite defects, and highlighted the absence of a functioning firefighting system and generally poor upkeep. The sub-committee stressed that such issues undermine the purpose of the Parliament Lodges and must be rectified before further disbursements.

The Director of the Capital Development Authority told the committee that tenders for 69 lodges will be floated shortly and that some 50 to 60 suites are slated for renovation, including Lodge H-08. The Chairman CDA informed members that liabilities totalling Rs. 870 million remain pending and that a summary has been submitted to the Ministry of Finance seeking release of funds.

To protect public funds and ensure quality, the committee directed that no payment be released without a completion report signed by the concerned Senator and that every contract include a warranty period. It also urged standardisation of materials, outsourcing of repair work where appropriate, and the establishment of a monitoring committee to oversee quality assurance across all works at the Parliament Lodges.

The Planning Commission briefed the committee that the overall project cost has reached Rs. 7.8 billion and warned that any design changes could push the figure towards Rs. 10 billion. To avoid audit objections and cost escalations the committee decided against further design modifications.

A joint inspection of the 104 new lodges was scheduled for 17 November with participation by the consultant and contractor to review on-site progress. The committee reiterated its commitment to transparency, accountability and timely completion of all work related to the Parliament Lodges.
