Rawal Road Reconstruction Faces New Complaint

A formal complaint dated February 15, 2026, and registered under code PU150226-92408903 has been forwarded to the Rawalpindi Development Authority, raising new allegations that Rawal Road reconstruction is repeating past engineering failures and risking millions of rupees of public funds.

The complaint, filed by senior citizen Zaheer Ahmed Awan and sent to the Chief Minister Punjab, accuses the RDA of gross negligence, substandard construction and proceeding with rehabilitation work without a functional sewerage and drainage system. Mr Awan warned that the same technical flaws blamed for the 2016 project could cause premature road failure and further financial loss to the exchequer.

According to the representation, the current works have begun without ensuring proper drainage gradients, road leveling or strict engineering supervision. The complaint describes this situation as prima facie maladministration and misuse of public resources and demands an immediate, transparent inquiry into both the 2016 construction and the ongoing rehabilitation.

Residents of Rawalpindi say sewerage drains along Rawal Road have remained dysfunctional for nearly nine years. During rainfall stagnant water reportedly collects on the carriageway, disrupting traffic, damaging vehicles, increasing accident risk and obstructing emergency services such as ambulances.

The complainant has asked authorities to complete a permanent sewerage and drainage system before allowing further road work, to ensure strict compliance with approved engineering standards and to initiate disciplinary, civil and criminal proceedings against any officials found responsible for negligence.

Official records confirm the complaint was forwarded to the RDA on February 16, 2026, for necessary action under government policy. With Rawal Road one of Rawalpindi’s busiest arteries, used by thousands of commuters daily, the filing has prompted renewed questions about technical planning, oversight and accountability in public infrastructure projects.

Local residents and civic groups are urging the Punjab government to ensure that rehabilitation of Rawal Road addresses the longstanding drainage failures and does not become another episode of repeated administrative failure at the expense of public safety and taxpayer money.
