RAWALPINDI: Commissioner Rawalpindi Division and Director General Rawalpindi Development Authority (RDA) Salman Ghani has directed the Chief Planner RDA to ensure strict implementation of the newly notified amendments to the Punjab Development Authorities Private Housing Schemes Rules 2026 through the Housing Scheme Management System (HSMS).
According to RDA Handout No 54/2026 issued on July 23, the directions were given in accordance with the approved regulatory framework notified by the Government of Punjab, Law and Parliamentary Affairs Department.
The amendments have been introduced to streamline the approval process, enhance transparency and improve efficiency in the regulation of private housing schemes across RDA-controlled areas.
Following the notification, all promoters, developers and applicants seeking approval, extension, renewal or any other permission related to private housing schemes have been asked to submit their applications exclusively through HSMS.
The online submission mechanism has been introduced to facilitate applicants by ensuring efficient processing, greater transparency and timely disposal of cases. Applicants have also been advised to upload complete and accurate documents while submitting applications to avoid unnecessary delays.
The commissioner emphasised that all stakeholders must strictly comply with the notified amendments and use the HSMS portal for all future submissions regarding private housing schemes.
He further directed the concerned officers to provide maximum facilitation to applicants and ensure prompt processing of online applications in accordance with the amended rules.
The RDA said it remained committed to promoting digital governance, transparency, accountability and ease of doing business through modernised and technology-driven service delivery systems. The authority urged all concerned stakeholders to adopt the online system to ensure a smooth, transparent and efficient regulatory process.
