Following directions from the Senate Standing Committee on Federal Education and Professional Training on 16 June 2026, the Authority convened a meeting on 17 June 2026 to assess the status of compliance by private educational institutions in Islamabad with regard to submission of data on 10% Need-Based Scholarships. The meeting, chaired by Dr. Ghulam Ali Mallah, examined progress on data collection and the level of implementation of the scholarship requirement under the Right to Free and Compulsory Education Act, 2012.
The Authority undertook a comprehensive review of compliance reports submitted by private schools and noted with concern that a significant number of institutions have not provided the requisite scholarship data despite repeated letters, notices and directives from ICT-PEIRA. The Chair underscored that the submission of information on Need-Based Scholarships is mandatory and essential to ensure access for deserving and underprivileged students.
In clear terms, the Chair directed that all non-compliant institutions must submit the required data without further delay and confirmed that legal measures will follow for those who fail to comply. Potential actions include imposition of regulatory fines, formal declaration as defaulter institutions and, where warranted, sealing or closure under relevant legal provisions. The Authority stressed that enforcement is intended to secure the rights of children entitled to the benefits of Need-Based Scholarships.
All defaulting private educational institutions have been granted a final opportunity to submit complete data on or before 30 June 2026. Registration and renewal processes for institutions that have not submitted the required Need-Based Scholarships data will be halted until a compliance report is filed by that date, and applications for registration or renewal will not be downloadable or printable from the portal until the requisite data is provided. The names of institutions still non-compliant by 1 July 2026 will be published on the official ICT-PEIRA website as defaulters and relevant examining boards will be informed. Should non-compliance continue beyond 10 July 2026, registrations will be suspended and may only be restored after submission of the required data, payment of fresh registration fees and imposition of notified regulatory fines calculated on a per-day basis under Schedule II(B) of the Private Educational Institutions Rules, 2024. If any institution remains in default beyond 20 July 2026, the Authority will refer the matter to the District Administration of Islamabad for initiation of appropriate legal action under applicable provisions.
The meeting also acknowledged private schools that have complied and provided 10% Need-Based Scholarships to deserving students, deciding to issue letters of appreciation to recognise their efforts in promoting equitable access to education. Chairman Dr. Ghulam Ali Mallah reiterated the Authority’s commitment to effective implementation of the Right to Free and Compulsory Education Act, 2012 and to safeguarding the educational rights of deserving children through firm regulatory oversight and enforcement.
